Municipal Rebate Assistance

Toronto's Basement Flooding Protection Rebate. We Handle the Full Application.

The City of Toronto reimburses eligible homeowners for qualifying backwater valve and sump pump installations. Rainbow Drains handles everything from eligibility check to final filing so the cheque comes directly to you.

You've Probably Heard About This Rebate. Here's How to Actually Get It.

Most homeowners who qualify never apply. The program is real, it's funded, and the process is less complicated than it looks — when someone who knows it walks you through.

Is This Right for You?

If you have flooding risk and haven’t installed a backwater valve or sump pump, the application window is open — qualifying work is reimbursed the moment it’s done. If you recently had qualifying work completed, you may still be within the filing window. Rental property owners: the program covers 1–4 unit properties, and we coordinate around your tenants.

Everything From Eligibility to Cheque. We Handle It All.

We start with a property eligibility assessment — confirming your address, property type, and application history before any work begins. Once confirmed, we advise on qualifying equipment, pull the required building permit, and track it so delays don't risk your rebate. Installation is completed to the program's technical specifications, and we schedule and accompany the City inspection. Afterward, we compile the full submission — permit documents, inspection records, invoices, and photos — and file through the City's Online Services portal until your cheque is issued directly to you.

A Protected Home. A Rebate Cheque. Nothing Left to Figure Out.

When we’re done, you have qualifying flood protection installed, your application filed, and the City’s cheque on its way directly to you.

        Common Questions About This Program

Honest answers about this service and what the process actually involves.

        Contact Us
        • How do I know if my property qualifies?

The program covers residential properties in Toronto — single-family homes, duplexes, triplexes, and fourplexes. Your property must have a completed building permit and City inspection for backwater valve installations, or a professional installation receipt for sump pumps. The fastest way to know for certain is to call us — we’ll verify your address against program eligibility criteria before we recommend anything.

        • Do I have to do the paperwork myself?

No. End-to-end application handling is included when Rainbow Drains performs the installation. We assemble the complete submission — permit documents, inspection records, invoices, and photos — and file through the City’s Online Services portal on your behalf. We respond to any City queries until your application is approved and the cheque is issued directly to you.

        • What if I already had the work done by someone else?

You may still be eligible. The program has a one-year filing window from the date of installation (currently; a proposed 2026 update would extend this to two years). You’ll need documentation from the original installer — permit, inspection record, and invoice. Call us and we’ll assess what you have and whether a complete application is possible.

        • Why do I need a permit? Can’t I just get the valve installed and file?

For backwater valves, a building permit and City inspection are mandatory requirements for rebate eligibility — not optional. Applications submitted without a passing City inspection are rejected. This is where many DIY applications fail. Rainbow Drains is a City-licensed plumber; we pull the permit, we schedule the inspection, and we make sure the work passes the first time.

        • How long does the rebate process take?

Installation and inspection typically take one to two weeks depending on permit processing time. The City’s rebate processing after a complete application submission is typically 6–12 weeks. We keep you informed at each milestone and follow up directly with the City if processing is delayed.
